Tim HealdAssociate Director of Prison Outreach of Delaware
Tim Heald began his ministry while in High School. From 1974-1977 Tim ministered with Prison Outreach of Delaware and volunteered his services at the Ferris School for Boys Juvenile Detention Center in Wilmington, Delaware in a program called “Outreach Fun and Fellowship”. This program was centered around sports activities, food, and Bible study. Each week a group of volunteers would take 12 boys out of the institution to a local church where they would play basketball and share the Gospel through counseling and Bible studies.

Tim graduated from Elkton Christian School in 1976 and married Karen Harris on July 22, 1978. Tim is also a graduate of Piedmont Bible College in Winston-Salem, North Carolina. He graduated in 1984 with a Bachelor’s degree in Theology and a Bachelor’s degree in Religious Education.

Tim and Karen sought the Lord’s leading after college and continued to wait upon Him for guidance and direction. In the meantime, Tim was employed by Millers Furniture Company in Wilmington, Delaware. He worked in the warehouse and delivery from 1987-1992.

In 1992, Tim began his full-time ministry with Prison Outreach of Delaware. Tim serves the Lord primarily at the James T. Vaughn Correctional Center in Smyrna, Delaware. Now in his 30th year. There he has expanded the Outreach ministry and serves in many capacities as Correctional Chaplain – including preaching, Bible teaching, counseling, and emergency and crisis intervention – all focused upon the Word of God. His ministry and Christian walk are a great example to the men to whom he ministers in prison. Karen supports Tim and the ministry in many ways – often using her gift of music. She works for the Lanxess Corporation as a Customer Service Specialist. She is also involved in their home church as the AWANA Sparks Director. They reside in Wilmington, DE and have three adult daughters: Casey (married to David Graham in June 2005), Stephanie (married to Jordan Miller in October 2010), and Kimberly (married to Justin Domanski on May 3, 2014). They currently have 7 grandchildren ages 13 years to 8 months.

About Prison Outreach of Delaware

  1. To minister to the spiritual needs of Delaware inmates and ex-offenders through the means of: Evangelism, Teaching, Discipling, Spiritual ministries (Bibles, Christian literature, films, etc.), and Chaplain ministries
  2. To act as a liaison between inmates, ex-offenders, troubled persons, churches, homes, and communities.
  3. To be a missionary arm of the local churches by encouraging the development of the spiritual, physical, mental, and social areas of inmates and ex-offenders.

It is the Prison Outreach of Delaware’s vision to reach all Delaware inmates and ex-offenders and their families with the healing Gospel through evangelism and teaching, discipling, and providing spiritual ministries such as providing Bibles, Christian literature, films, etc. and Chaplain ministries.  We aim to act as a liaison between inmates, ex-offenders, troubled persons, churches, homes, and communities.

  1. We believe the Bible to be the inspired, the infallible, authoritative Word of God.
  2. We believe that there is one God, eternally existent in three persons:  Father, Son, and Holy Spirit.
  3. We believe in the deity of our Lord Jesus Christ, in His virgin birth, in His sinless life, in His miracles, in His vicarious and atoning death through His shed blood, in His bodily resurrection, in His ascension to the right hand of the Father, and in His personal return to power and glory.
  4.  We believe that for the salvation of lost and sinful men, regeneration by the Holy Spirit is absolutely essential.
  5. We believe in the present ministry of the Holy Spirit by whose indwelling the Christian is enable to live a godly and separated life.
  6. We believe in the resurrection of both the saved and lost: they that are saved unto the resurrection of life, and they that are lost unto the resurrection of damnation.
  7. We believe in the spiritual unity of believers in Christ.
